Full Job Description

Its purpose is to provide an independent and high-level focus on the adequacy of governance, risk management and control arrangements. The role of the Committee is to ensure there is sufficient assurance over governance risk and control, giving greater confidence on effectiveness arrangements to all those charged with governance in the organisation.

The Committee has independent oversight of both internal and external audit together with the financial and governance reports (including the statutory accounts). This helps to ensure that there are adequate arrangements in place for both internal challenge and public accountability.

The Audit Committee comprises 7 Councillors, and 2 independent (co-opted) members who will fulfil the important roles of Chair and Deputy Chair of the Committee. It is scheduled to meet 4 times a year (usually in March, May, July and November) but may also meet on an ad-hoc basis, where necessary, to consider significant matters arising.

Meetings are usually held at 6pm on a Wednesday.

We are looking to make an appointment to the key role of Chair, and depending upon the successful candidate, we may also appoint to the role of Deputy Chair.

To fulfil these key roles you must be experienced in audit and be skilled in risk management, performance management and financial governance, preferably within a large or public sector organisation. You will also be able to demonstrate independence of mind, objectivity and impartiality, probity, and the highest level of integrity in your conduct.

For clarity, you cannot be independent if:

  • You are currently, or in the last five years have been, an officer or member for North Tyneside Council.

  • You are a relative or close friend of a member or officer of North Tyneside Council.

  • You are, or in the last five years have been, an active member of any political party.

  • You have had a public profile in relation to political activities, including having been involved, in a lead or prominent role, in a significant contentious issue involving North Tyneside Council.

  • You have any personal, legal or contractual relationship with North Tyneside Council (including employees or Members or former staff).

  • You have any other relationship / activity which might represent a conflict of interest or perceived conflict of interest.
