Full Job Description

  • Responsibility for leading on all design & engineering aspects, including the surveying, co-ordination, submission, compliance, programming and management of design, engineering and assurance. Principal contact for the design of the whole of the works.

  • The Engineering and Design Manager manages, co-ordinates, integrates and certifies, on behalf of the Contractor, that the works have been constructed in accordance with the Contractor's design. In order to do this, he is supported by an Accountable Person per engineering discipline.

  • Responsibility for preparing, implementing and maintaining up to date the Design Management Plan (DMP).

  • To coordinate and manage all members of the Design Management Organisation including supply chain consultants.

  • Fulfil the Principal Designer duties under CDM2015, on behalf the Contractor in this Design & Build Contract.

  • To manage design costs, programme, risk & opportunities and change.

  • Responsible for the following teams (design consultants and subcontractors):

  • + Permanent Works
    + Technical Assurance and Systems Engineering (Requirements Management, Configuration Management, V&V, Interface Management)
    + Engineering Safety Management
    + Temporary Works
    + Tunnel Engineering, Asset Projection and I&M and Survey
    + Information management, BIM and CAD
    + Materials

    Accountabilities/Key responsibilities
  • To develop the design to achieve a safe, buildable, operational and maintainable asset that is compliant with Design Standards and meets the Project Requirements.

  • To maintain a high performing team and complying with the competency assessment and the performance management process for all team members.

  • To develop an approach to design driven by value that enables collaborative working with the Construction team and Tier 2 Contractors.

  • To develop and implement a Design Management Plan and BIM Execution Plan

  • To manage a design programme and cost forecast (supported part time planner and QS), keeping a register of potential risk and opportunities and ensuring the Engineering Change Control process is implemented.

  • Permanent Works (supported by the Discipline Technical Leads)

  • + Overall technical responsibility for release of design deliverables and surveillance of project design process.
    + Management and coordination of all technical disciplines producing design on the project - Structures, Highways, Third Party Interfaces,…
    + Verification that project design staff, checkers and reviewers, are suitably qualified and competent to carry out the roles assigned, including technical review and verification.
    + To ensure that the works have been designed in accordance with the Project Requirements and taking into consideration the constraints detailed in the Contract.
    + Monitor the necessary evidence to support the Interdisciplinary Design Reviews (IDR) and the progressive technical assurance process.
    + Final approver of all deliverables to the client, giving confirmation that the deliverable can be released to the client or third parties, including the Design Compliance submissions.
    + To manage the design interfaces with assets and structures affected by the works either directly or indirectly.


  • Technical Assurance and Systems Engineering (supported by the Systems Engineering and Assurance Manager)
    + Ensuring that an Assurance regime is established in accordance with the Dragados 'Assurance Plan'
    + Ensure implementation of a systems based approach through the management of Systems Engineering disciplines including Requirements Management, Interfaces, Human Factors, EMC, RAM, Engineering Safety, Systems Integration, and Risk Management
    + Creation of an overarching assurance process that considers statutory, regulatory and prudent industry best practice in managing the activities of the associated delivery
    + Development of the strategy for the assurance process that will be adopted in the management of deliverables, including system integration assigned to the associated design disciplines
    + Assuring the alignment of the assurance process with the objectives and deliverables of the project in terms of Time, Complexity and Cost
    + Identification by audit, inspection, self-certification, collation and provision of evidence that the design process has been complied with
    + Demonstrating assurance through implementation of design assurance submissions check-gate procedure that will formally review and endorse evidence with certification prior to formal submission.


  • Temporary Works (supported by the Temporary Works Coordinator)
    + Ensuring that the Contractor's procedure for the control of Temporary Works and for is implemented in accordance with BS 5975.
    + Ensuring appropriate process is in place for appointing and supervising the Temporary Works Supervisor and the process for appointing and supervising Temporary Works Co-ordinators.
    + To ensure the independence of checks by delegating the checking to another individual when required via the Temporary Works Supervisor.
    + Ensuring that Permit To Loads are issued correctly and for every Temporary Works installation.
    + Ensuring that all appropriate maintenance and inspection of the Temporary Works is carried out.


  • Information management, BIM and CAD (supported by the CAD Manager)
    + Ensuring that the CAD Manager fulfils his responsibilities as for implementing systems and standards to fulfil the BIM Employer Requirements (EIR) through the implementation of a BIM Execution Plan.


  • Materials (supported by the Materials Engineer)
    + Ensuring that the Materials Engineer fulfils his responsibilities as focal point for the definition, control and management of the material used to construct the works

    Job-Specific Health, Safe & Environmental Responsibilities
  • Verification that project design staffs, checkers and reviewers are suitably qualified and competent to carry out the roles assigned - including technical review and verification.

  • Demonstrating assurance through implementation of design assurance submissions check-gate procedure that will formally review and endorse evidence with certification prior to formal submission.

  • Ensuring that a Change Control process is in place, that any agreed changes or remedial action are done properly and controlled & monitored on site.

  • Support all team members in their efforts to improve health, safety and environmental protection in line with targets.

  • Provide leadership by promoting an interest in and enthusiasm for health, safety and environmental issues.

  • Participate in the preparation and regular review of the Project Health and Safety and Environmental Plans and procedures.

  • Ensure that designs are carried out in accordance with CDM Regulations.

  • Ensure that for each activity and aspect of the work, there is a specific method statement with an assessment of risk involved, the persons at risk and preventive / protection measures to be taken and the persons who will manage these risks.

  • Discharging due diligence in the position for compliance with the mandatory sections of legislative requirements.

  • Display leadership and where necessary, STOP WORK when unsafe situations occur.

    Experience within a similar role within an appropriately sized engineering organisation.

  • Excellent organisation and people management / team building skills.

  • Membership of an appropriate Professional body, typically Chartered member of Institute of Civil Engineering or an international equivalent professional status.

  • Have excellent communication (written and verbal), management and organisational skills.

  • Educated to degree or higher level or equivalent in a numerate discipline, typically an Engineering discipline.

  • Excellent presentation skills.

  • A good working knowledge of Health & Safety Regulations, Construction (Design and Management) Regulations 2015 and other relevant legislation.

  • Well-developed IT skills including a working knowledge of BIM, Autocad, and the use of collaborative platforms.

  • Previous experience working in urban areas and traffic management

  • Previous experience working for TfL / Highways

  • Excellent understanding on systems engineering

  • Experience of temporary works typically in a temporary works supervision role (TWS).
