Role and Opportunity Summary

Vattenfall Heat UK is looking for a Cost Engineer to join our UK based Asset Operations and Performance team.

Vattenfall's Heat UK business is rapidly growing and has been successful in securing large district heating and cooling network opportunities in London and Scotland. Our portfolio includes both heat and cooling to customers on projects from 2,000 homes up to 20,000 homes. Our solutions deliver zero carbon heating and include heat from Energy from Waste, large scale heat pumps and integration of other available waste heat sources. This is an exciting opportunity to drive the development of new zero carbon solutions for large scale developments and key strategic areas.

Vattenfall has extensive experience in operating heat networks across Europe, where we serve 2.2 million heat customers and this role will be working closely with colleagues across the company to bring best practice to the UK.

We are looking for a Cost Engineer who is passionate about and experienced in delivering zero carbon heating solutions in the built environment. The Cost Engineer shall own the basis of costing for our district heating projects and build a centre of excellence in costing. The role shall include engagement with the supply chain, management of cost books, training and supporting the project teams in costing methodologies and best practice.

To be successful in this role, the candidate will have a strong understanding of district heat networks, low carbon heat technologies, existing relationships with the key suppliers in the market, awareness of market trends, and strong track record in technical costing. The Cost Engineer will be one of the key technical team members who will drive excellence in all aspects of cost. You will work closely with Commercial Managers, Procurement Managers and other engineering team members.

Responsibilities

· Develop and maintain a centre of excellence on costing.

· Accountable for the development and maintenance of a cost book and ownership of cost assumptions.

· Engage with the market to regularly benchmark and track costs of key equipment.

· Collate and act as a point of contact for all market pricing received on projects.

· Act as the key resource to review cost on bids (CAPEX/OPEX and REPEX).

· Asset Management inputs into annual portfolio valuation and business planning processes.

· Work as part of project development teams to develop cost estimates.

· Train and develop the skills of the team in cost estimation techniques (Laing Factors, Scaling, Etc)

· Provide industry leadership in driving down the cost of zero carbon solutions and drive innovation in our projects.

· Manage stakeholders including supplier relationships.

Qualifications

· Demonstrable experience in costing on technical mechanical and electrical projects.

· Excellent understanding of heating and cooling networks. (suppliers, technologies and market trends).

· Existing relationships with key suppliers in the UK market for district heating products and solutions.

· Excellent understanding of cost assumptions and impact on technical solution development.

· Practical experience in the design and delivery of district heating projects, including Energy Centres, secondary network and HIUs.

· In depth knowledge of cost engineering, tools, processes and best practice.

· Awareness of public procurement regulation and how this informs supplier engagement.
