Full Job Description

Industry Partnership for Digital Railway (IPDR) is a national and cross-industry enterprise led by Eastern Region with the mission of creating the next generation railway, through the deployment of European Train Control System (ETCS) digital train control technology. This represents a migration to a safer, higher performing, more resilient, more efficient, better skilled, more productive, and greener railway, delivering passenger benefits in the areas of safety, punctuality and resilience, and taxpayer benefits through reduction in capital and whole life costs.
IPDR is leading the East Coast Digital Programme (ECDP), which will see ETCS put into use across the south of the East Coast Main Line and tens of industry organisations migrated to using it. ECDP is the foundation for the network digital strategy and over two-thirds of its investment will enable and support the deployment of ETCS on other parts of the network.
Within IPDR we are establishing the Digital Signalling portfolio to oversee the wider rollout of ETCS across Great Britain and make it easier for Regions and schemes to deploy ETCS. Through the portfolio we will co-ordinate and deliver fleet fitment activities, work to develop robust, repeatable approaches to technical delivery and business change, increase supply chain capability and capacity, and deliver initiatives to build the industry's capability to efficiently plan, design, deliver, operate and maintain an ETCS railway.
As a Portfolio Planner your main responsibilities will be to:
+ Provide professional leadership in respect of the planning processes; identification of key stakeholders; communication; promote awareness of accountabilities and responsibilities.
+ Develop, maintain, and progress quality project plans / schedules in line with the functional processes and project requirements.
+ Maintain key interdependencies between projects and programmes confirming appropriate monitoring and action is undertaken as required in a timely manner.
+ Demonstrate through agreed performance indicators the efficiency and effectiveness of the project plans / schedules developed and utilised.
+ Validate plans / schedules in line with the agreed functional Quality Management Plan for completeness and fitness for purpose.
+ Provide the key point of interface between the planning function and the project teams and interface between the other project support functions such as Risk & Value, Cost Management etc.
+ Oversee and confirm that the 'contractor schedules' comply with the Network Rail procedural and quality requirements.
+ Provide technical expertise and guidance to the project team and provide functional expertise as required.
+ Support the continued personal and professional development of the planning resources within the project or programme.

+ Membership of a relevant professional body and/or have a CPD established to attain membership.
+ Relevant successful experience in the management, planning and delivery of major construction/engineering projects.
+ Relevant successful experience of proprietary software planning/scheduling tools
+ Previous knowledge and expertise within the field of project resource management.
+ Good communication skills at all levels and a team player.
+ Good information technology user skills.
Desirable:
+ Knowledge of/experience in Network Rail's processes and systems.
+ Knowledge of/experience in the UK rail industry.
