Full Job Description

This role plays a key role in the rehabilitation and risk management of prisoners in custody. As a Prison Offender Manager, you will work within the Offender Management in Custody (OMiC) model to identify, interview and assess prisoner risk levels within national guidelines.

You will work closely with Community and Prison Offender Managers to set prisoners achievable goals via the Sentence Plan aimed at addressing their rehabilitation needs and addressing the risk that they present.

You will be key in coordinating the prisoner's sentence, collaborating with all departments to ensure that prisoners access the rehabilitative opportunities they need in custody, and facilitating engagement with key resettlement services in readiness for release.

You will have the opportunity to work with a wide variety of prisoner groups, and develop your knowledge, understanding and competency considerably in this role.,

  • As a Prison Offender Manager, you will be expected to hold a caseload of 80-100 prisoners. You will need to be able to prioritise your workload to ensure tasks are completed in a timely manner.

  • Within your caseload, you will have prisoners who are prison responsible, COM (Community Offender Manager) responsible and dual role cases (Duel role cases are high risk cases and are allocated a Prison Offender Manager as well as a Probation Prison Offender Manager).

  • Once you have attended OASys training, you will be allocated cases accordingly to complete risk assessments via the OASys framework for any cases that are prison responsible. You will be responsible for making a decision whether a case poses low, medium or high risk of harm. Where a prisoner is assessed as high risk of harm, they will be also allocated a Probation Prison Offender Manager).

  • Your progress on the type of cases you will hold will depend on competency. The level of training is as follows.

  • + Low/medium risk of harm cases and dual role high risk cases for non-sexual offences
    + Licence recall/Parole cases
    + Low/medium risk of harm cases for sexual offences
    + IPP and Lifers
  • You will need to interview prisoners on your caseload in relation to areas of their life such as accommodation, relationships, education/employment and lifestyles and encourage prisoners to engage with any offending behaviour work to reduce the risk of reoffending and challenge any negative behaviour/views where appropriate.

  • You will need to assess and refer prisoners to appropriate interventions (offending behaviour programmes) within the establishment in the aim to reduce their risk of reoffending.

  • Prisoner Offender Managers are responsible for ensuring risk information is communicated with other areas of the establishment such as wing managers, Dyfodol, Interventions, healthcare and the family services.

  • You will carry out reviews in order to assess reduction in risk and complete reports as appropriate for re-categorisation boards. This may be on a 6 month or yearly basis.

  • You will risk assess prisoners for employment boards

  • Facilitating handover from Prison Offender Manager to Community Offender Manager (COM) under the OMiC guidelines. You will need to gather information around their behaviour and any risk reduction work completed in custody and relay this information to the COM.

  • Prisoners are able to contact you via our internal messaging system with their queries. You must answer general applications from prisoners within the specified time limit.

  • To participate in the parole review process as appropriate. This includes completing Prisoner Offender Manager Contributions to assist the Community Offender Manager in their reports. Attending Parole hearings giving evidence on prisoners conduct in custody.

  • Liaise with the OCA department in order to allocate offenders for whom HMP/YOI Parc cannot meet offending behaviour needs. This may also require you to liaise with other HMPS establishments in order to gain a placement for your prisoner in another establishment.

  • Act in accordance with security and operational instructions at all times to ensure the maintenance of security within the secure environment.

  • To take a multi-disciplinary approach to risk management by liaising with external agencies such as Probation, Police, Social Service and MAPPA.

  • To be responsible for personal development by undertaking relevant training, including completion of the HMPPS POM workbook. You may be expected to travel for training.

    Essential Skills:

  • Ability to work in a professional and non-judgemental manner with offenders of all categories and risk factors

  • Ability to use Google and other IT systems

  • Ability to manage and prioritise own workloads.

  • Ability to be proactive in job role


  • Desirable Skills:
  • Previous knowledge and experience in a custodial setting

  • Experience of meeting short term and long term objectives

    Salary £27,236.45 - £30,261.14 per annum

    Permanent, Full Time, 40 hours per week
