Full Job Description

Service Manager - Commissioning (Mental Health and Neurodiversity)
An exciting opportunity has arisen to join the Commissioning Team as lead commissioner for Mental Health and Neurodiversity for Adult Social Care.
You will combine your knowledge of neurodiversity and a range of mental health conditions and how these impact on people's daily lives, with a sound knowledge of the commissioning cycle and its application to support the design and delivery of strengths-based, outcome-focused support that promotes well-being and independence and enables people to have choice and control in their lives.
You will have great knowledge of the social care landscape including an excellent understanding of the strategic environment in which health and social care support is being delivered, and you will be capable of building long lasting collaborative relationships across the Derby and Derbyshire Integrated Care System as well as the East Midlands ADASS region.
The team work closely with Adult Social Care operational managers and a wide range of partners including Public Health and Integrated Care Board commissioners, Derby City commissioning colleagues and NHS Provider agencies, in contributing to Adult Social Care's Best Life Strategy and the Joined-up Care Derbyshire transformation agenda.
The role can often be challenging but also very rewarding, not least because of the commitment and support of the teams with whom you will be working. The role offers a real opportunity to further develop your existing experience of successful collaborative working and your effective negotiation skills as both a commissioner and a manager.
As Service Manager - Commissioning (Mental Health and Neurodiversity), some of your responsibilities will include:
+ Developing and maintaining good working relationships with a range of partner agencies across the health and social care system, including the voluntary sector.
+ Involving autistic or neurodivergent adults, and adults with mental ill health and their carers in the planning, design, and development of pathways of care and support and embedding co-production throughout the commissioning cycle
+ Demonstrate a strong commitment to improving inequalities for adults with mental ill health or neurodivergent adults.
+ Promoting a person-centred, strengths-based approach in the design and delivery of services and support;
+ Close partnership working with our contracting team and commissioned providers to continually improve and develop services and support and shape the market.
+ Translating national requirements relating to people with mental ill health and/or neurodiversity into local strategies and action plans and provide oversight and assurance for the successful delivery of these.
+ Supporting the development of a JUCD system-wide Specialist Accommodation Strategy
All commissioning activity implements the Council and Adult Care Service plans; meets our statutory duties under a range of legislation and relevant national policy and develops local strategies that respond to these and the needs of the local population.
This requires strategic planning for service improvements, service redesign and development including plans for de-commissioning and developing and implementing best practice, always having a focus on person-centred outcomes.
You will be joining a strong and talented team which has a good skill mix; are passionate about their work and are friendly and supportive.
There is an expectation that people will work flexibly and cover other specialist areas depending on priorities and pressures within the team at the time.
You must be self-motivating; able to work to tight deadlines and able to prioritise your work.
